Master Police Officer Roger Siegel
The Law Enforcement Benevolent Fund of Northern Virginia was initially established as The Fairfax County Police Benevolent Fund. Following the passing of Fairfax County Police Detective William “Billy” Moore in an off-duty vehicle accident in May of 1997, Master Police Officer Roger Siegel observed the difficult and time-consuming process of trying to raise money to assist Billy’s family.
A golf tournament was held, prints of photos/artwork were sold, and squads “passed the hat.” All of these means, while well intentioned, did not provide a defined amount of financial relief, nor was it something that could help out right away.
Roger was aware of a Benevolent Fund program for federal employees that provided a benefit immediately when a member passed. He coordinated with other members of the Fairfax Police Department, Fairfax Sheriff’s Office, and Emergency Operations Center and in 1999, the Fairfax County Police Benevolent Fund was formed. This was the first non-federal program of its kind.
Within two years, there was interest in expanding to neighboring jurisdictions, prompting the organization to change its name. Today, Roger’s vision includes 22 member agencies spanning from the Virginia/Maryland/DC border south to the City of Fredericksburg, and west to Fauquier County. He continued to serve as the first President of the Fund until his retirement in December of 2008.
We partner with Starr Wright USA in our commitment to provide a reliable, timely benefit to the family of members of our organization in the event of their passing, regardless of cause or whether they are on duty at the time. The original payout of $15,000 has grown to $25,000, and we strive to make that payout within one business day- ensuring the initial stress of financial uncertainty can be abated while the family begins the long journey toward healing.

Sergeant Russ Crandol
The Law Enforcement Benevolent Fund of Northern Virginia is overseen by a Board of Directors. Each member agency has at least one elected Director that serves on the Board to oversee day-to-day operations. Each agency’s Director is elected for a four-year term and is responsible for managing the membership of the individuals from their agency. All roles are volunteer positions, ensuring the Fund operates with as little overhead as possible.
The current President, Sergeant Russ Crandol, has served as a Director for the Prince William County Police Department since 2004, and was elected to serve as President in 2019 after ten years as the Fund Treasurer.
The Executive Board is also comprised of
- Lieutenant Amanda Thompson (Vice President, Prince William County Sheriff’s Office)
- Captain Kristi Kiernan (Secretary, Fauquier County Sheriff’s Office)
- Master Police Officer Chris Daniels (Treasurer, Manassas City Police Department).
